The quality management system of aviation meteorological services
In order to meet the needs of users in the Ukrainian Hydrometeorological Center a quality management system of aviation meteorological services (hereinafter - QMS AMS) is developed, which is a part of its overall management.
Four main processes of QMS AMS UHMC implementation are defined:
- Administration responsibility (user orientation, quality policy, administration’s commitments and critical analysis, planning, authority and communication);
- Resources management (human resources, infrastructure, work environment);
- Production - product planning (maps, organizational - methodological guidance documents, proposals for regulations and software tools for data collection, acquisition, control, completeness, quality, processing and transmission of operational meteorological information), defining product requirements, production and provision services (telecommunications, technical and metrological support), a critical review of product requirements, communication with users);
- Measurement, analysis, improvement - internal audit, monitoring and measurement of processes / products, control of nonconforming product, analysis of data, improvement, corrective and preventive actions.
